The key purpose of this role is to provide a professional services capability and Line Management across a strategic partnerships business unit. The strategic partnerships business unit of is made up of contracts that are delivered in partnership with our local authority customers, currently made up of various councils.

  • The role will report direct into the Strategic Partnership Director and will be part of the executive management team for this business unit. You will manage up to 9 direct reports consisting of portfolio managers, programme managers and functional leads.
  • You will be responsible for the bringing together of projects and programme teams across into one professional services delivery team. The role will involve the introduction of standard processes and procedures across strategic partnerships, and then managing the team to adhere to these standards in a continuous improvement environment.
  • The role will include responsibility for leading a team of portfolio managers, programme managers and functional leads in accordance with agreed time, quality and budget and reporting on programme/project performance within the partnerships. It will be based out of one of the current strategic partnership offices with travel to the other offices being required on a regular basis.
  • You will be responsible for creating relationships with stakeholders inside the customer base and working with them to ensure a healthy pipeline of work is created and managed across the partnerships. Through liaison with our enterprise architect function, this role will be expected to act as the business development function within professional services, by creating repeatable projects that can be sold into other customers to help feed the pipeline.
  • You will provide the focal point for the strategic partnership management team for Portfolio, Programme & Project management, assurance and development. Responsible for capability development, resourcing and deployment of resources in these areas.
  • The role takes full responsibility for the project lifecycle, including satisfactory completion of large and complex projects. Identifies, assesses and manages risks to the success of the project. Ensures that realistic project plans are maintained and ensures regular and accurate communication to stakeholders, consistent with the methods in use (agile, waterfall, etc).
  • Ensures assurance and compliance for programme and projects within their management control, including risk management, financial management, commercial management and quality management.
  • Provides mentoring and guidance to Project Managers within assignment group to ensure adherence to delivery and quality standards.
  • To introduce and maintain a consistent delivery framework and standards across Strategic Partnerships, and to manage the professional services team to deliver to such standards.
  • Build strong relationships and trust with key business\programme stakeholders by demonstrating a deep understanding of their business issues and requirements.
  • Develop the overall Programme and PMO strategies to support the business unit strategy and change priorities.
  • Plans, directs and co-ordinates activities to manage and implement complex interrelated projects from contract/proposal initiation to final operational stage. Plans, schedules, monitors and reports on activities related to the programme/portfolio
  • Ensure Project KPIs and PIs are effectively and successfully achieved

Knowledge / Qualifications:

  • Significant experience at managing a team of portfolio managers, who in turn are managing teams of project managers
  • Experience in implementing standard processes and methods across a large team
  • Ability to bring disparate teams together, into one leading edge services team
  • Able to demonstrate extensive, successful and in-depth project management capability with evidence of excellent project management knowledge, techniques and
  • approaches.
  • Project management qualification (e.g. Prince 2 practitioner or equivalent).
  • Programme management qualification/Delivery Methodology (MSP, P3O)
  • ITIL Foundation
  • Educated to degree level or equivalent.
  • Experience of working in an outsource technology environment and the ability to
  • delivery through others
  • Proven leadership skills and experience of managing and motivating team
  • Possession of commercial and risk acuity, ability to easily identify with the business issues and able to proactively manage risks and commercial exposure.
  • Both a strong manager of people and a team player
  • Strong negotiation, influencing and persuasion skills
  • Strong planning and control experience
  • Strong financial and commercial acumen
  • Able to deal with confrontation and able to influence individuals
